The Rosebourg Monarchy's military might is used in order to defend the Monarchy against its external enemies, but also to control the population. This dual role has meant that the Rosebourg military has had to remain constantly prepared to intervene in sectors of space that weren't necessarily close to one another. With many envious of the Rosebourg Monarchy's gains, the Rosebourg Monarchy has spent large amounts of funds improving its military - funds which it did not necessarily have. The depression of 2360 has been a long-lasting impediment to the military, preventing it from making necessary upgrades in particular to its ground forces.
The Rosebourg Monarchy's military has been divided for a long time into three major divisions. The best equipped and funded of these divisions is the Royal Fleet, which sports a fast fleet that has focused on destroyers in particular to make its strength known. The biggest division, though least funded and worst equipped is the Royal Legionnaires - they are the planetary force of the Rosebourg military. A small, but extremely well trained and equipped 5000-men division forms the last of the military divisions and are assigned to the Crown and the sovereign: The Royal Guard.
Supporting the work of Monarchy's main divisions is a number of specialised corps and agencies who deal with specific aspects of the military's work. The most visible of these is the Royal Defence Agency that coordinates activities between the different divisions and administrates The Underground, the all-important command facility on Beta Hydrae that distributes operational orders to the divisional commands on Grace Minoris.
Most high-level military decisions emanate from The Underground, a facility maintained by the Royal Defence Agency that serves as the central linking point between the major divisions of the Rosebourg military.
Decisions are taken by the so-called "Triad" (the highest ranking individuals from each of the major divisions). The "Triad" is answerable to the King/Queen (at all times). The "Triad" may also have to answer to the National Royal Council and the Royal Court during peace-time.
The "Triad" is known to rely intensively on the skills and expertise of the Royal Defence Agency. Because each individual seeks the best interests for their division, the R.D.A. often represents the "common interest."
Despite having a monopoly to conduct foreign affairs, the King does not have the monopoly to make war. Such a decision, it was realised centuries ago, should not be only in the hands of the King. Accordingly, any entry into war must be approved by both the Royal Council, and the Royal Court.
Military operations both during war and peacetime have been the subject of great interest with the National Royal Council. The Council has often felt that it didn't have enough control over the military. As a result, the Council has been a fervent advocate for strict rules of engagement. It was also keen to ensure that soldiers would operate with a high degree of ethics on the ground.
Accordingly in 2230, it passed the Ethical Code of Warfare which has since guided all military operations. The code governs the responsibility of the military to protect the weak, to answer distress calls, to render aid to any vessel, regulates the use of torture, etc. Two years later, the Rules of Engagement for Soldiers Serving under His Majesty's Forces further limited the Rosebourg military's possibilities to use disproportionate force, some of the interesting elements of these rules of engagement, for example, required starship captains to attempt to disable rather than destroy ships whilst engaged in combat. These have been amended over time, inspired in part by the Terran Geneva Convention.
The Monarchy is also a signatory of the O.I.P Conventions of War.
Rosebourg military forces are thus amongst the most legally-bound of forces in the Known Universe. This has not stopped the Rosebourg Monarchy sitting on the defence for accusations of its troops acting in violation of both its own laws as well as the OIP Conventions.
In a number of policy domains, the actual decision making structure has been specialised to meet the needs of that policy domain. The Rosebourg Military is one such structure. It takes its orders directly from the Sovereign. There are differences in operation during Peace-Time and War-Time governance within the Military chain of command.
During Peace-Time, the Sovereign gives its orders after reaching consensus with representatives from the Royal Council and the Royal Court. In Peace-Time, these groups of individuals are together the Commander in Chief. During War-Time, however, the representatives are excused and it is only the Sovereign who is in charge.
The Commander in Chief gives orders to the Triad, composed of the highest ranking officers in each of the different sections of the Rosebourg Military. Sometimes, the Triad may be expanded to include other agencies (such as the Defence Fighter Force).
Afterwards the military hierarchy divided according to the needs, material, and responsibilities of each division. Hence in the Royal Space Navy the military hierarchy is organised as shown below (similar realities exist in the other divisions):
Wolf pack CO's/XO's
- Led by Theatre Star Marshall First Class Patrisanas. As is tradition the Knight of the Royal Court leads the Royal Guard. It is said Patrisanas has adopted a hands off approach to the Royal Guard, King Alexander VIII preferring to hand out missions directly to the Guardsmen and women he selects.
Created originally with the sole mission purpose of protecting the King, the Queen, and the Bonded One, the Royal Guard's mission has expanded over time to also serve as the eyes, ears, and personal agents for His or Her Majesty.
The Royal Guard is by far the most skilled, most gifted, and best trained soldiers the Monarchy has to offer. Guardsmen and women begin their career within the Royal Guard from an early age. Picked out from secondary school, candidates are children who exhibit gifted aptitudes of leadership, physical strength, and mental capabilities. Before they become part of the Royal Guard training programme they are put through a gruelling series of tests designed to test their loyalty to the Crown. The failure rate of this test is 90%.
Once admitted into the programme, cadets of the Royal Guard are trained to excel in every known martial arts and hand-to-hand combat methods. Depending on their orientation, they may also learn the same skills as soldiers from the different divisions (but usually to even a higher degree of educational excellence). The Royal Guard are also given a rigorous and well-rounded education to ensure that each and every of these individuals could meet the needs of the Crown at any given moment.
The superior training Royal Guardsmen receive is done to ensure the best protection is given to the Crown. These are men and women that the Crown knows with full certainty they can rely on. Amongst those who have served on the Guard, there is a great deal of close kin-ship that is unheard of in any of the other divisions. It is in many ways the source of many historic tensions between the Guard and the other major divisions of the Monarchy.
In the end, only a handful of these will actually be assigned to protect directly the King, Queen, or Bonded One. Most Royal Guardsmen operate on special missions mandated by the Sovereign or are assigned to protect other members of the royal family.
The Royal Guard is headquartered at The Underground on Beta Hydrae Prime, and trains its soldiers at its central Academy on Xeromem (Gerolden IV)
- Led by Theatre Star Marshall Second Class Ckissteran. The Theatre Star Marshall is a career military officer who is a descendant from the Avran "pilot and navigator" class. He thus has an inherently good understanding of the strategies needed for space combat. The Theatre Star Marshall, however, has spent more time behind a desk than on the battlefield and has little actual combat experience.
The Rosebourg Royal Fleet is equipped with 12000 starships, 4000 of which are fast but extremely strong destroyers. The destroyer fleet has in the past decade been upgraded with modern weaponry and an intense diversification program that has kept resources away from the Legionnaires. The destroyers are diverse, and many of the destroyer classes are equal in strength to other nations' light cruisers. The Rosebourg Navy is renowned for its solidarity - Most ships do not travel alone, tending to travel in wolf packs of anywhere from 3 vessels to 9.
Maintaining a fleet this size is difficult, and requires clear but flexible architectures to ensure starships can be deployed where they are actually needed. At the turn of the century, the Royal Fleet implemented a new fleet structure following a review of its own performances as well as those of other species. The result was a new fleet structure markedly different from anything the Rosebourgs had had previously.
The Royal Fleet is headquartered at Kut (Gerolden II) though it maintains many of its highest ranking officers at The Underground on Beta Hydrae Prime and trains its commissioned soldiers at its central Academy on Ssel (Gerolden V)
At the top of the fleet structure are 8 major fleets accounting for 1500 warships and their support vessels. Each major fleet is led by an individual flagship, though the 1st Fleet's flagship is always considered to be the most important of these flagships. The 1st fleet is led by the Liberté; the 2nd fleet is led by the Apropos; the 3rd fleet is led by the Envenant; and the 4th fleet is led by the Agelan
. Within each of these major fleets are sub-fleets, these are known as regional sub-fleets. Within a major fleet there are 10 regional-sub fleets, and these are identified by a regional number accredited to a region by the Royal Defense Agency. These change regularly depending on the situation.Regional sub-fleets are identified by a number; hence, a ship could be in the 1st fleet, 2nd Regional Sub-Fleet
. With each of these regional sub-fleets, there are sector task forces. Sectors, in Rosebourg terms, are a group of star systems. Sectors can be identified by the first letter of the most popular star system within the said sector, and then a 1 digit number. These tend to not change as regularly as the regions do.Sector Task forces are identified by a letter and a two digit number; hence, a ship could be in the 1st fleet, 2nd Regional Sub-Fleet, G-2 Sector Task Force

Within each of these sector task forces, there can be as many as 2 or 5 wolf packs within each of these task forces and depending the strength of the wolf pack can be as little as 3 starships or as many as 9. Wolf packs are identified by a 4 digit number.Wolf packs are identified by a 4 digit number; hence, a ship could be in the 1st fleet, 2nd regional sub-fleet, G-2 sector task force, wolf pack #2343.
- Led by Theatre General Third Class Joelle Marath. It is said the Theatre has a hard time during high-level military meetings because she is the only female sitting in triad meetings between the major divisions, and also because she is not originally a girl of space. The Theatre General, however, isn't a push-over and has been forcefully pushing for a more comprehensive and more generous reform programme for the Legionnaires. She has repeatedly warned that in their current state, the Legionnaires were not ready for a long protracted war.
The Rosebourg Legionnaires were formed during the invasion of the Avran Home world, and have since then taken total control of all planetary forces. The Rosebourg Legionnaires have been cursed with weapons and resources that date from the 2470s; this has placed their well-trained legions at a disadvantage. Despite this, the Legionnaires have become renowned for their fervour and creativity in combat. They can't however, stand up long against the armies of the Gohorn and are highly dependent on Fleet resources. Since the beginning of the war, the Monarchy has been taking steps to improve existing resources with cheaper (yet more advanced) Terran technology - a process that will take several years to finish.
The Rosebourg Monarchy has the responsibility of protecting some 200 star systems. This is a great burden for the Legionnaires, as they are tasked to do this with a man-power of some 500 billion Legionnaires. As a result, the Legionnaires are organised and broken down so as to render the whole organisation manageable from the top on down. - Special structures are also instituted during wartime, peacekeeping operations, special detachments to OIP PeaceForce, and other activities.
The Legionnaires have 500 major legionnaire groups - each accounting for around 1 billion soldiers. These are known as Mega Legions. Mega-Legions are identified by the headquarter world of their legion group. Thus, the Mega Legion operating in the vicinity of Grace Minoris is known as the Grace Minoris Mega Legion.
The Mega Legions are then broken down in Superior Legion groups, which account for approximately 200.000 soldiers. Each Mega Legion counts 500 of these Superior Legions. Superior-Legions are identified by a number. Thus, the 1st Superior Legion of the Grace-Minoris Mega Legion could by itself protect one small planet of the Monarchy. A planet with a population of 6 billion and the size of Earth would require approximately 10 of these Superior Legions.
The Superior Legion groups are then broken down even further into Major Legion groups, which account for around 100.000 soldiers. Each Superior Legion group counts 2 of these Major Legion groups. These are likewise identified by a number. Thus, the 1st Major Legion, 1st Superior Legion of the Grace Minoris Mega Legion would be charged with the defence of half of a small planet of the Monarchy. A planet with the population of 6 billion and the size of Earth would require approximately 20 of these Major Legions.
The Major Legion is then broken into two legions - each accounting for 40.000 to 50.000 soldiers. The Legions are again attributed a number. Thus, a legion would be identified as the 1st Legion of the 1st Major Legion of the 1st Superior Legion of the Grace Minoris Mega Legion.
These Legions are then broken into twenty sub-legions - each accounting for around 2.000 soldiers. These sub-legions are identified by the types of units that most compose their ranks alongside a number. So that if armoured hover vehicles are the lead unit, they are considered a Hover-Armoured division. Most of the Legionnaire groups are hover-armoured visions. Thus, a sub-legion would be identified as the 1st Hover-Armoured Sub-Legion, 1st Legion, 1st Major Legion, 1st Superior Legion of the Grace-Minoris Mega-Legion.
This process is repeated until the legions are broken down into small squads.
The Royal Defence Agency is headquartered at The Underground. It is composed primarily of civilian experts, retired military experts, as well as high-ranking officials from all the major divisions. The Defence Agency's role is to coordinate the different divisions and deliver a crystal-clear image to the King of the status of the available military assets, their on-going missions, and generally the day-to-day military and defence reality of the Monarchy. The Royal Defence Agency is also tasked with coordinating military research and development and prioritising the research and development projects being championed by the different divisions. As a result, Rosebourg research and development whilst suffering from the Depression, has become much more efficient at getting tangible results produced. The Royal Defence Agency also maintains a separate staff to deal with the issues of intelligence and counter-intelligence. The R.D.A. Insurgency & Counter-Insurgency division coordinates the findings of intelligence specialists from all of the Rosebourg major divisions as well as the Royal Guard.
Many expect this agency to become in the near future one of the new major divisions of the Rosebourg Monarchy. The Defence Fighter Force, despite its name, is similar to the 20th century French "gendarmerie" both in terms of the diversity of its mission tasks and its central bridging role as both a military force and a national police force. Defence Fighter Force personnel are ranked military officers, though their mission task takes them much closer to the civilian. The DFF serves the equivalent role as the Terran Civilian Police Authorities. On top of ensuring planetary defence through its sizeable fightercraft forces, the DFF also operates on the ground fighting crime committed by civilians.
The DFF is currently constructing its national headquarters at D.F.F. City (Gerolden VII) and maintains provincial headquarters in each of the major capital worlds of the provinces.
Each major division, as well as the Defence Fighter Force maintain a central academy that is tasked with continually training new generations of commissioned officers. Individuals armed with specialized knowledge make up the Specialist ranks. Neither ranking with the enlisted personnel nor commissioned officers, they are the "middle stepchildren" in the naval service.
Specialists come from either two sources: senior non-commissioned officers, or civilians with specific training. Granted a warrant by the naval board of the respective power, they are considered by courtesy to be an officer (through not commissioned). Warrants must be issued for each ship the Specialist is assigned too, and the warrants can be revoked at any time. Traditionally, they are defined as ranking above the enlisted ranks, but below the commissioned officers.
Specialists may only command personnel directly placed under their command, however. Specialists are predominately engineering or weapon tech. On smaller ships, they may even be in watch supervisory roles. One specialist position eclipses all other specialists, and this is the Master. Master(s) are uniquely appointed Specialists in the Rosebourg Navy.
Masters are charged with the safe navigation of the smaller frigates and support craft. They are considered department heads for navigation on the craft mentioned above. They outrank many junior officers with their warrant stating that they: "rank with but after lieutenants" Considered a de-facto commissioned officer, they occupy a senior officer's quarters and receive officer level pay.
Prospective Masters are put through a rigorous training program, which fails about 85% of applicants each training cycle. Frequently, a Master is given a commission and a position such as senior navigator on the larger cruisers after a few years service time. Yet for POW purposes, Masters are considered to be specialist officers. Specialist officers cannot give their word as "a bond" (commissioned officers can), and almost always are grouped with the enlisted personnel in POW situations. With these contradictions, Specialist officers continue to be a driving force in a major power's naval service. Doing their specialized jobs, these people keep the ships running efficiently.
